Black Mulch purchase and distribution

I have a small front and back garden located in old town, alexandria that needs its annual purchase of black mulch - around 10 to 15 bags depending - and distributed around / under the trees, shrubs and flowers currently planted.  The gardens are small as the house itself is only about 12 feet wide but the annual mulch purchase/distribution is important to keep the root balls warm during the cold winter months.  I am the owner of the house and this year decided to rent it and promised the tenants that all landscaping costs would be my responsibility and that they would not have to maintain my gardens.
