Gardener Needed, to pick out and plant

Have a property with about 30 feet of already planted/mulched area, we would like to add more color. Need someone experienced that knows what flowers can go where, type of dirt, amount of shade etc. Would like to hire them to consult/recommend/pick up/and plant.
