Need these Solar lights installed front of my retaining wall on top caps spaced apart

I need these Solar lights installed by drilling in pivot holes and screws in front of top caps rough surface. Not sure what kind of screws will work maybe Tapcon concrete screws 1/4 x 1 3/4 or 3/16 x 1 3/4. I attempted to install but had the wrong screw head that wouldn't fit in key hole mounts
