I need the windows in my home soundproofed. I understand caulking with acoustical caulk can help reduce the noise from outside such as loud neighbors and we have a train that runs in front of our neighborhood street and is quiet loud especially during the night. I read too that there are window inserts you can get which helps a lot to reduce noise. I can be reached after 5 pm... I don't text or have a smart phone.
